The models are set as CustomModelData 382 to 386 on feather, you can change the numbers or item.

 

If version 1.16, you can wear wings through this command.

/replaceitem entity username armor.head minecraft:feather{CustomModelData:382}

 

If version 1.17, you can wear wings through this command.

/item replace entity username armor.head with minecraft:feather{CustomModelData:382}
