Minecraft 1.18 (vanilla): No requirements for emissive textures. Emissive textures will work via the product’s built-in shaders.

How do get the items in-game?
While using resourcepack, type :
/give <player name> <item identifier>{CustomModelData:<custom_model_data value>}
Examples :
/give @p diamond_sword{CustomModelData:101} – gives Black Mage Sword to a player.
Also try diamond_axe, diamond_pickaxe, etc…
